Implementation of Electric Buses in the City of São Paulo

This publication analyzes the implementation process of battery-electric buses in the city of São Paulo, highlighting the legal, institutional, and financial strategies adopted up to January 2025 to meet the decarbonization goals of the Municipal Climate Law. Through collaboration with the ZEBRA Partnership (co-led by the ICCT and C40 Cities), it examines an innovative partial subsidy model that allocates operational and infrastructure costs by securing loans with favorable interest rates, significantly reducing public expenditures. Furthermore, the document details the operational results of a pilot project monitored via telemetry, evaluating technical variables such as energy consumption, regenerative braking, range, and the planning of charging strategies. Finally, it offers a series of practical recommendations intended to inspire and guide the transition toward sustainable and efficient urban mobility in other metropolitan areas across Latin America.
